Totally true of the English legal system - it is nobody's responsibility to discover the truth, ang the role of the judge is like the umpire in a tennis match, mostly concerned to see that everybody follows the rules.

A French juge d'instruction is there to find out the truth. It can take for bloody ever, and things can go horribly wrong, but that is the principal. A friend commented to me once that "Twelve Angry Men" couldn't happen in France because at an early stage the juge would reconstruct the crime to see if things could have happened the way the police said they did.
