Well, it's true that a lot of this depends either on trickle-down logic or on progressive laws in the poorer, aided country. NAFTA was supposed to benefit poor Mexicans and make them want less to come here, but it didn't work out that way. Instead, people like Carlos Slim seem to have gotten most of the benefit.

And many of the countries we send aid to have high corruption, bribery, and graft levels, so the poor in those countries never see it.
