It makes sense, the first form of control would be to remove all opinions contrary to yours. I'm sure print was a very dangerous thing back in the day. Now it's the internet.
Print is still dangerous. It's easy to shut the internet down if you're a repressive regime. China's doing it quite effectively, and others have. It's also easy to burn books. But books can be hidden so much easier than internet traffic. And if the internet ever permanently goes down, the books will still be around.
But yeah. The internet is a great liberator where it can get into a country.
