Eh, if it really was Eisenhower, one wonders what he thinks the consequences of standing up to Hitler earlier would have been -- yet that would have been preventive war.

Depends on the timing. If after the invasion of Poland, it wouldn't have been preventive, it would have been in defense of a weaker nation against a bully. I don't think Eisenhower would have seen that as preventive or a preemptive strike.

And I was able to verify that Eisenhower was against preventive war, just not able to verify that he said that actual words of this quote.
